Amidst Japan’s evolving digital landscape, where metropolitan areas are often at the forefront of development, Ichinoseki has stood out in the realm of Digital Transformation (DX). In the November 2024 National Municipal DX Promotion Survey among 1,800 municipality-level governments, Ichinoseki was ranked 6th in Japan and the 1st in Tōhoku in terms of DX readiness.
Firstly, what is “DX” and “DX readiness”?
DX stands for Digital Transformation and is the activity of using digital technology to transform operations, products, and services. DX is not just about digitizing existing processes, but it’s the rethinking of how something is done using digital technologies to create new value.
The Japanese government has been actively encouraging DX activities in areas like government, industries, and daily life and established the Digital Agency to help with these efforts. DX readiness is a measure of how prepared a city is to make use of digital technology to deliver better governance capabilities, whether it has systems, leadership, and culture in place to integrate digital technology into day-to-day operations and into the future.
Ichinoseki launched its formal DX Promotion Plan 2023–2025 aiming to “make life more convenient than it was three years ago.” Ichinoseki’s motive to propagate DX is to create surplus by optimizing budgets, staff, and time can be used for other tasks, leading to better services. Mayor Sato emphasized, “Rather than spending money and effort aiming to be the ‘first in the nation,’ it is more important to continue providing reliable and better services to citizens.” (Jiji Press)
Structurally, there is a CIO (Chief Information Officer), dedicated DX official, and internal project teams. The transformations are in the form of tweaking civic systems more than flashy tech.

Ichinoseki finds itself in a special position and its human-centered DX focus is meaningful in an aging population. It’s also a candidate site for the International Linear Collider (ILC). そもそも「DX」や「DX推進度（DX readiness）」とは？

日本政府は行政や産業、日常生活など様々な領域でDXを推進しており、「デジタル庁」を設立してその取り組みを後押ししています。
「DX推進度（DX readiness）」とは、自治体がデジタル技術を活用して行政機能を改善するための体制や文化、リーダーシップなどがどれだけ整っているかを測る指標です。要するに、デジタルを活かしてより良い行政サービスを提供する準備がどれだけできているか、ということです。
一関市は、2023年から2025年にかけての「DX推進計画」を策定し、「3年前に比べて、便利になったね、快適になったねと感じることができる生活の実現」を目指しています。DXを推進する理由として、「予算、職員、時間の最適化でできた余剰を別の仕事に回して、より良いサービスにつなげられる」とし、「お金と労力をかけて『全国初』を目指すより、より確実に市民にとって良いサービスを提供し続けることの方が大切」と、佐藤市長は強調しています（時事通信）。
市のDX推進体制としては、CIO（最高情報責任者）、専属のDX推進係、庁内プロジェクトチームが存在しており、派手な最新技術よりも、市民サービスを地道に改善する実用的な変革に力を入れています。
主な取り組み事例：
・ 住民向けAIキオスク：市役所に設置され、各種行政サービスの案内を支援。
・ 子ども手当のオンライン申請：窓口での待ち時間や書類手続きの削減。
